Yeah, you heard that right. Stevens believes

the Yakuza Mafia used a Russian-made electromagnetic generator to cause Hurricane Katrina in a bid to avenge the atomic bomb attack on Hiroshima.

Too-much-sci-fi-movie-alert! Oh well--in light of all the havoc wreaked by Katrina and Rita, a good belly laugh is welcome.
