Awkward moment for the garbage man

Activists in both Uganda and the United States say the country is now in the grip of condom shortage so severe that men are using plastic garbage bags in an effort to protect themselves.

"There is no question in my mind that the condom crisis in Uganda is being driven and exacerbated by PEPFAR and by the extreme policies that the administration in the U.S. is now pursuing in the emphasis on abstinence," Lewis told journalists on a teleconference.
This is utterly ridiculous. They're treating sex as a basic survival need like eating and drinking. It's like describing wealthy people as wasting away in torment and despair because Lexus is backed up on SUV orders.

Men are using plastic garbage bags in an effort to protect themselves? What, is intercourse being thrust upon them unwillingly? Are the authorities rounding up men now, and are they screaming frantically, "No! I don't want to have sex! Help! Please no, not without a condom! Oh, why is the U.S. treating me like this?!?!"

How 'bout we take those plastic garbage bags and--to borrow a Pat Robertson expression--"take out" the whiners who want a) complete sexual freedom and b) zero responsibility, moral or medical. They don't go together. Sorry.
